One conclusion stands out for me in particular:
A ‘deferential and submissive attitude’ seems to characterise so much of the State’s inability to confront the problems endemic in our society, and nowhere more so than in the tacit pact of silence that emerged between so many organs of the State that should have been there to protect its most vulnerable.
